Ranking just outside the top 25 most populous U.S. cities at No. 26, Portland is known for its liberal views, recreation, and high housing costs. It’s also the jewel of a state that, according to a study by Mental Health America, has the highest prevalence of mental illness in the country.

Substance abuse is among Portland’s most pressing behavioral health issues. Addiction rates in the Portland area are higher than state and national averages. According to the Substance Abuse and Mental Health Services Administration (SAMHSA), 20.7% of Portland-area adults used illicit drugs between 2005 and 2010, and nearly 8% used prescription pain pills for nonmedical purposes. Substance abuse issues were reported by 11.2% of adults and depression in 7.1% of adults.

Suicide is also an issue of concern in Portland. The city's Behavioral Health Unit reports that 202 area residents took their own lives between April 2011 and June 2013.
