The City of Plymouth Police Department offers a program called “Safe Citizen” for individuals with mental, neurological, and physical challenges. They may run away from police or resist help.

The police department maintains a personal file of Safe Citizen participants. The file includes a photograph of the individual and the contact information of their caregiver. Once the police identify the resident, they can contact a caregiver and return the lost resident safely to their home.
