The City of Plymouth Police Department offers a program called “Safe Citizen” for individuals with mental, neurological, and physical challenges. Safe Citizen is designed for residents who may leave home and become lost or disoriented. In such cases, individuals may not be able to tell authorities their address. They may run away from police or resist help.

The police department maintains a personal file of Safe Citizen participants. The file includes a photograph of the individual and the contact information of their caregiver. Once the police identify the resident, they can contact a caregiver and return the lost resident safely to their home.
