About Eugene

Eugene is the seat of Lane County, Oregon. It is situated on the Willamette River and has a land area of 44 square miles. The Kalapuya Indians inhabited the local area for several centuries before the city founder, Eugene Franklin Skinner, arrived in 1846. The city was incorporated in 1862.

The ethnic composition of the Eugene population is 80% white, 9% Hispanic, 4% Asian, and 1% black. Eight percent of the people in the city are foreign-born. Eleven percent of residents speak a foreign language at home. Roughly 8,800 Spanish speakers, 2,300 Chinese speakers, and 900 Arabic speakers live in Eugene.

Mental Health in Eugene

The Eugene Police Department supports crisis intervention training (CIT). The CIT program provides police officers with 40 hours of training to safely resolve encounters with Eugene residents who have mental health concerns. CIT officers are first responders to calls involving individuals with mental health concerns. Where appropriate, CIT-certified officers may direct residents with psychological concerns to treatment facilities rather than to jail.
